If you take an uncompressed bluray source stream or any other raw (as in original) and make it smaller or make any other changes that meets the definition of “re-encoding”. So yes this-and 95% of what is uploaded on this site are all “re-encodes” by definition.
@zrdb re-encodes are, just like the name states, encodes of an already encoded version, but when you encode something straight from a lossless source such as the original BD files, that is just called encodes.

All I’m saying is that reencoding is not necessary unless you happen to be a video snob. I like raw m2ts files straight off the disc-caveat emptor everybody.

VCB-Studio does video encodes straight from a BD source. Just because you see HEVC/x265 doesn’t mean it’s automatically a re-encode.

Video is always encoded somehow. Even on the BD itself just not very efficiently spacewise.
